Co-PLAN was founded in 1995. Its mission statement is as follows: Co-PLAN is a non-profit organization that contributes to sustainable development by enabling good urban and regional governance, tackling key environmental issues, developing civil society, and promoting community participation.
Co-PLAN works in the fields of urban, regional, municipal, and environmental management and institutional development. The issues of governance, public administration, and social development are also essential to Co-PLAN`s efforts.
Co-PLAN is a professional NGO with national and international experience and is active in Albania and Kosovo. Since its founding, Co-PLAN has matured as an organization, and is now comprised of twenty full-time employees in addition to a large network of experts and practitioners working part-time on a number of initiatives.
Co-PLAN has contributed to Albanian social and economic development in low-income neighborhoods, the empowerment of local governments through decentralization policies, improvement of services delivery, efficient use of resources, and participatory governance through workshops, training seminars, conferences, and publications. Co-PLAN plays a significant role as an intermediary body bringing together various Albanian institutions and is active player in national and international networks focused on good urban governance practices.
Co-PLAN works closely with local and central government institutions and has influenced policymaking at both levels. Co-PLAN provides support to various civil society groups, helping them to strengthen their institutional arrangements. Co-PLAN also organizes national and international conferences and seminars, and the organization has published a number of research papers and publications. Co-PLAN has made important policy contributions to the field of urban development.
Co-PLAN is comprised of a young and energetic staff with a background in urban planning and design, civil engineering, community planning, public administration, management, economics, social sciences, and environment.

Co-PLAN is horizontally structured and is characterized by a minimal level of organizational hierarchy. The organization is led by the Executive Director in periodic consultation with the Board of Directors and the Advisory Board. However, Co-PLAN’s body of experts is at the core of the organization and guarantees the realization of measurable and visible outputs. The leading structures of Co-PLAN complementarily work to expand the Co-PLAN’s network of partners and to promote the organization in the Albanian professional world.
